What it is is basically, well....say your character is introduced on January 10th, timeline wise, threads set before then, said character wont be able to really show up in them.
Unless perhaps they are a time traveller based character? Not sure on that small detail.

A: The timeline is there to tell what the dates of threads are to keep with continuity. Example.
A thread taking place on January 7th happens and one of your characters gets a disease. Anywhere behind Jan. 7th in a thread is fine to say that they're healthy. Anything past the 7th means that they still have the disease unless it's cured in a certain thread. That means if you post in a thread on the 9th, your character can not show up without disease.
Another example is relationships. On Jan. 7th, your character is no longer friends with so-and-so. Jan. 10th you can't just say nothing happened UNLESS it was before the 7th.
Or like Pinkie said, character arrives at one date and can't go back to the 6th. Unless they're a time-traveler, which I'm sure they can get by.

Necromancers.....how powerful would their abilities be essentially? I mean, I know they can revive the dead and all that, but just want to know the extent of their powers, as Necromancers can be rather dangerous and powerful.

yes Necromancers would be powerful, very powerful but it would all depend on how well they know their powers/how long they have been training. They can raise the dead, see the spirits of lost souls and so forth

Fair enough, as I do have an idea for who could be a Necromancer for a character, but it's the whole power ordeal and all that as what was stated.

Question regarding familiars. Do they have any specific powers relating to the powers of their witch/wizard counterpart, and if they do is it weaker than that of their counterpart, or do they not have powers?

It is pretty much an animal that is a part of a wizard/witch. they share their power and act as a guide. Familiars are pretty much animals. or to quote what wikipedia says: amiliar spirits (sometimes referred to simply as "familiars") were supernatural entities believed to assist witches and cunning folk in their practice of magic.
this site also proved to explain what they were
n legend, a familiar or familiar spirit is a supernatural being that helps and supports a witch or magician. Traditionally, a familiar is an animal, but some are said to be humanoid. Familiars often have special powers of their own. When witchcraft is portrayed as a type of communication or alliance with evil forces in order to gain magical powers, a familiar may be considered a type of demon.
